03 Numbers explained

The new 03XX range of Non Geographic numbers is intended for organisations that require a national presence but do not wish to make an additional charge to consumers contacting them. So with 03XX numbers, the caller cannot be charged more than the cost of a call to a geographic number and no revenue share is permitted. Calls to 03XX numbers must be included in any call plan and discount packages so they are included in the inclusive minutes on mobile packages.
